Public finance is a key lever to drive development outcomes. I focus on how countries can raise revenue efficiently and equitably, how they can spend more effectively, and how to manage their public debt more responsibly. See below some selected policy work focused on Kenya, Brazil, Zimbabwe, South Africa, Mongolia, Lesotho, and emerging markets more broadly.
I have also published several articles on strategic fiscal policy before elections ("political budget cycles") based on my doctoral thesis at Oxford.
My work has informed fiscal consolidation in Kenya, reforms of tax and fiscal transfer systems in Brazil, the restructuring of ‘Command Agriculture’ in Zimbabwe, efforts to strengthen public investment in Mongolia, and initiatives by the Lesotho Revenue Authority to curb revenue losses from profit shifting and transfer pricing. It has been featured in Reuters, Bloomberg, Citizen, Business Daily, and The Kenya Times.
